CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 517 Edgewater Drive <br />South Bend, IN 46601 <br />OWNER -- Joel A. and Doreen R. Mesecar <br />DESIGNATION -- Edgewater Place Local Historic District <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />The house at 517 Edgewater Drive is located in the Edgewater Place Local <br />Historic District and was rated C/9 on the Indiana Historic Sites and <br />Structures Inventory. The house is a Colonial Revival structure built <br />c. 1923 by the developers Whitcomb and Keller. The house has undergone <br />major alterations including the application of aluminum siding, aluminum <br />storm windows and doors, and an enclosed front porch. <br />PROPOSED CHANGE <br />The applicant proposes the installation of three courses of wrought iron <br />hand railing. Two railings would flank the initial steps to the property <br />from the city sidewalk; a single railing would lead up the steps, on'the <br />left side facing the house, to the front door. <br />STANDARDS <br />The district standards state (1.B.2.) that "New site work should also be <br />appropriate to existing surrounding site elements in scale, type and <br />appearance." <br />RECOMMENDATION <br />The staff recommends for this proposal. The applicant is requesting the <br />addition of a minor site amenity that is currently present elsewhere in <br />the district. <br />C. Frederick <br />2-14-94 <br />
