CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 1319 East Wayne North <br />41 South Bend, Indiana <br />OWNER -- Gabriel R. Shakour <br />DESIGNATION -- EW-LHD <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />Whitcomb & Keller built this H. R. Stapp designed Tudor Revival in 1927. Homer <br />and Bessie Robinson were the first residents and Mr. Robinson was <br />Vice -President of Whitcomb & Keller. The structure is a two story frame <br />building with walls of offset polychrome brick, half timbering and stucco. The <br />windows are casement. It is in excellent condition although it has undergone <br />alterations. It is rated S/11 in the Indiana Historic Sites and Structures <br />Survey. <br />PROPOSED CHANGE <br />The owner proposes to replace the attic screen vent with a custom made working <br />window of the same size. <br />STANDARDS <br />The standards do not address specifically the issue of replacing a screen vent <br />opening with a window. Standards state: <br />I.C.3.... New window or door openings that would alter the scale and proportion <br />of the building shall not be introduced. Inappropriate new window or door <br />features such as metal insulating glass combinations that require the removal <br />of original windows and door shall not be installed. <br />RECOMMENDATION <br />It is staffs understanding that the owners need to increase the quantity of <br />light in the attic story in order to convert it into a comfortable and <br />functional living space. Because the standards do not specifically address the <br />present situation, staff bases its recommendation on the following : As <br />demonstrated by other housing stock in the East Wayne Street district, some <br />houses were built with attic windows and some with attic vents. The attic vent <br />itself is not as significant a feature on the structure as the size and shape <br />of the attic opening. The replacement as proposed by the owner will retain the <br />existing size and shape of the opening and is compatible with the remainder of <br />the window stock. <br />Staff recommends approval. <br />CAA <br />12/7/94 <br />I.� <br />
