Minutes of the Regular Meeting of the Historic Preservation Commission Regular Monthly Meeting 7th Floor County Commissioner's 7:30 p.m. Conference Room, County -City Building November 21, 1994 I. Call to Order The meeting was called to order at 7:35 p.m. II. Roll Call Members present: Mrs. Martha Choitz, Mrs. Catherine Hostetler, Mr. John Oxian, Mrs. Jewel VanDalsen, Mrs. Janeanne Petrass, and Father Richard Bullene as Architectural Historian. Staff present: David B. Duvall - Director and Christine Anderson Administrative Assistant. Members absent: Ms. Lora Spaulding, Mr. Jerry Weiner, Mrs. Joann Sporleder (leave of absence). Also Present: Marsha Stevenson, Ed Talley, Kathy Dempsey (Code Enforcement), Dwight King, Mary Hendriksen, and Marty Murphy. III. Public Hearing A. Certificates of Appropriateness 1. 322 West Washington Drive -- LL, MRA-NRHD, WW-NRHD- asphalt parking lot Ms. Anderson read the Staff Report. President Oxian inquired if the owners were asking for tentative approval of the landscaping. Ms. Anderson replied the owners have no landscape plan at this time other than removing the asphalt. President Oxi.an asked why the C of A before t ' he Commission was only for the removal of the parking lot when the letter from the owners requested a C of A for other work such as a temporary storage shed. Ms. Anderson replied all other proposals had been done as a staff approval. Mr. Duvall explained the shed, because it was not a permanent improvement was done as a Staff Approval also. Commissioner Choitz asked if there was a formal C of A for the rest of the proposed work. It was noted that the C of A appeared in the October HPC meeting as a Staff Approval. President Oxian rioted Staff should not have given approval for the replacement of concrete steps with the wood steps as seen in the original plan. He added if the owners come in for the C of A for the carriage house, it would need to come to the Commission. Commissioner Choitz rioted the Thurin's will, come in with the plans, they just don't have them made up yet. Commissioner Bullene pointed out between the removal of the asphalt and the building of a carriage house and landscaping, there needed to be a lot of dirt brought in. Commissioner Petrass motioned the plan be accepted as orODOsed. Commissioner. Hostetler seconded the motion. The motion passed unanimously. 2. 1.035 Riverside Drive RSD-LHD - Replacement of gravel parking area Ms. Anderson read the staff report. President Oxian made known his opinion that there is no reasonable excuse for not getting a Certificate of Appropriateness. He noted the owner is a real estate agent who knew the house was in a historic district and knew what was required of him as a property owner. President Oxian added he would like a letter sent out to the owner stating the next time this happened, the Commission would not be e cooperative. i 09 He stated his belief that if this continues, someday someone s going to do
