Minutes of the Regular Meeting <br />of the <br />Historic Preservation Commission <br />Regular Monthly Meeting 7th Floor County Commissioner's <br />7:30 p.m. Conference Room, County -City Building <br />November 21, 1994 <br />I. Call to Order <br />The meeting was called to order at 7:35 p.m. <br />II. Roll Call <br />Members present: Mrs. Martha Choitz, Mrs. Catherine Hostetler, Mr. John Oxian, <br />Mrs. Jewel VanDalsen, Mrs. Janeanne Petrass, and Father Richard Bullene as <br />Architectural Historian. <br />Staff present: David B. Duvall - Director and Christine Anderson <br />Administrative Assistant. <br />Members absent: Ms. Lora Spaulding, Mr. Jerry Weiner, Mrs. Joann Sporleder <br />(leave of absence). <br />Also Present: Marsha Stevenson, Ed Talley, Kathy Dempsey (Code Enforcement), <br />Dwight King, Mary Hendriksen, and Marty Murphy. <br />III. Public Hearing <br />A. Certificates of Appropriateness <br />1. 322 West Washington Drive -- LL, MRA-NRHD, WW-NRHD- asphalt parking lot <br />Ms. Anderson read the Staff Report. President Oxian inquired if the owners <br />were asking for tentative approval of the landscaping. Ms. Anderson replied <br />the owners have no landscape plan at this time other than removing the <br />asphalt. President Oxi.an asked why the C of A before t ' he Commission was only <br />for the removal of the parking lot when the letter from the owners requested a <br />C of A for other work such as a temporary storage shed. Ms. Anderson replied <br />all other proposals had been done as a staff approval. Mr. Duvall explained <br />the shed, because it was not a permanent improvement was done as a Staff <br />Approval also. Commissioner Choitz asked if there was a formal C of A for the <br />rest of the proposed work. It was noted that the C of A appeared in the <br />October HPC meeting as a Staff Approval. President Oxian rioted Staff should <br />not have given approval for the replacement of concrete steps with the wood <br />steps as seen in the original plan. He added if the owners come in for the C <br />of A for the carriage house, it would need to come to the Commission. <br />Commissioner Choitz rioted the Thurin's will, come in with the plans, they just <br />don't have them made up yet. Commissioner Bullene pointed out between the <br />removal of the asphalt and the building of a carriage house and landscaping, <br />there needed to be a lot of dirt brought in. Commissioner Petrass motioned the <br />plan be accepted as orODOsed. Commissioner. Hostetler seconded the motion. The <br />motion passed unanimously. <br />2. 1.035 Riverside Drive RSD-LHD - Replacement of gravel parking area <br />Ms. Anderson read the staff report. President Oxian made known his opinion <br />that there is no reasonable excuse for not getting a Certificate of <br />Appropriateness. He noted the owner is a real estate agent who knew the house <br />was in a historic district and knew what was required of him as a property <br />owner. President Oxian added he would like a letter sent out to the owner <br />stating the next time this happened, the Commission would not be e cooperative. i <br />09 He stated his belief that if this continues, someday someone s going to do <br />
