CERTIFICATE OF APPROPRIATENESS STAFF REPORT PROPERTY -- 1314 East Wayne (N) South Bend, IN 46615 OWNER -- Jeff Bernard ............................. DESIGNATION -- East Wayne Local Historic District STATEMENT__. OF_ S_ IGN _I_FICANCE /H.ISTORIC__CONTEXT, The house at 1314 East Wayne (N) is located in the East Wayne Local Historic District. It was rated C /10 on the Indiana Historic Sites and Structures Inventory. The house is a Colonial Revival designed by H.R. Strapp and built in 1926 by whitcomb & Keller. At the time of the survey (1986) it was considered in excellent condition with minor alterations. The alterations included aluminum storm windows on the second floor and an aluminum storm door. There is also a one story hipped addition at the rear. PROPOSED CHANGE The applicant proposes alterations as follow: 1) Remove existing wood panel front door and replace it with new slid wood door. Existing door is six panel pattern with the middle panels filled with diamond paned glass divided by wood mullions. The proposed replacement door is of 9 panel design with the center panel glazed with a leaded glass pattern. 2) Install new full view screen door in lieu of former storm door which appearantly was removed before sale. 3) Install new inoperable shutters at all windows of front facade. Shutters are intended to replace wood two panel shutters which were removed by previous owner (phto documentation provided). New two raised panel shutters are of moulded synthetic material with embossed wood grain. STANDARDS The Preservation Guidelines state: 1) Guidelines for East Wayne Street Historic Districst follow the Rehabilitation Model Guidelines. 2) (b2) REHABILITATION - Maintaining the existing character.... whenever possible, returning it to its original condition..... contemporary methods and materials would also be acceptable in appropriate situations. 3) (C -1) Original windows and doors, including sash, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware shall be retained or when deteriorated beyond repair, replaced with units and trim resembling the original.. 4) (C -2) Wood frame storm windows and doors should be used but should not damage existing frames. If new sash and doors are used, the existing design and hardware should be used.
