CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 1314 East Wayne (N) <br />South Bend, IN 46615 <br />OWNER -- Jeff Bernard <br />............................. <br />DESIGNATION -- East Wayne Local Historic District <br />STATEMENT__. OF_ S_ IGN _I_FICANCE /H.ISTORIC__CONTEXT, <br />The house at 1314 East Wayne (N) is located in the East <br />Wayne Local Historic District. It was rated C /10 on the <br />Indiana Historic Sites and Structures Inventory. The house <br />is a Colonial Revival designed by H.R. Strapp and built in <br />1926 by whitcomb & Keller. At the time of the survey <br />(1986) it was considered in excellent condition with minor <br />alterations. The alterations included aluminum storm <br />windows on the second floor and an aluminum storm door. <br />There is also a one story hipped addition at the rear. <br />PROPOSED CHANGE <br />The applicant proposes alterations as follow: <br />1) Remove existing wood panel front door and replace it <br />with new slid wood door. Existing door is six panel <br />pattern with the middle panels filled with diamond paned <br />glass divided by wood mullions. The proposed replacement <br />door is of 9 panel design with the center panel glazed <br />with a leaded glass pattern. <br />2) Install new full view screen door in lieu of former <br />storm door which appearantly was removed before sale. <br />3) Install new inoperable shutters at all windows of front <br />facade. Shutters are intended to replace wood two panel <br />shutters which were removed by previous owner (phto <br />documentation provided). New two raised panel shutters are <br />of moulded synthetic material with embossed wood grain. <br />STANDARDS <br />The Preservation Guidelines state: <br />1) Guidelines for East Wayne Street Historic Districst <br />follow the Rehabilitation Model Guidelines. <br />2) (b2) REHABILITATION - Maintaining the existing <br />character.... whenever possible, returning it to its <br />original condition..... contemporary methods and materials <br />would also be acceptable in appropriate situations. <br />3) (C -1) Original windows and doors, including sash, <br />lintels, sills, shutters, decorative glass, pediments, <br />hoods, and hardware shall be retained or when deteriorated <br />beyond repair, replaced with units and trim resembling the <br />original.. <br />4) (C -2) Wood frame storm windows and doors should be used <br />but should not damage existing frames. If new sash and <br />doors are used, the existing design and hardware should be <br />used. <br />
