CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 1029 East Wayne <br />South Bend, IN 46617 <br />OWNER -- Philip Schatz <br />DESIGNATION -- Local Landmark; C /10 <br />STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT <br />1029 East Wayne is a Dutch Colonial Revival structure that was built as <br />a garage for William C. Sibley's residence (231 S. Eddy) in 1922. In 1985 <br />it was converted into a residence. The two story structure has a concrete <br />foundation and stucco walls. The roof is gabled with a cross gable. It has <br />shed dormers, a slate roof and copper flashing. The windows are 6 over 1 <br />double hung sashes with wood surrounds. There are two wood paneled fold -out <br />garage doors. <br />PROPOSED CHANGE <br />The owner proposes the following landscape treatment. Three (3) Hornbeam <br />trees are to be planted at the north edge of the property. Interspersed <br />among the trees will be four (4) 8" by 8" pillars. Two (2) of the pillars <br />will have lamps to provide security for the parking area. The pillars are <br />to match the one seen in photo. The lamps to match lamp in photo. The <br />combination of trees and pillars will provide a screen for the north edge <br />of the property. <br />STANDARDS <br />The Standards state that (Group B; B. Treatment page 3) "Treatment shall <br />be defined as any change of surface materials that will not alter the style <br />or original form. Such improvements include . . . landscaping . . . and may <br />enhance or detract from the character of the landmark." <br />and (Group B Standards paragraph 1 page 3) "The Commission has the authority <br />to determine the architectural merits and the extent of any proposed treatment <br />. . . to a historic landmark." <br />RECOMMENDATION <br />The staff recommends the approval of the applicant's proposal. The pillars <br />and the lamps as proposed duplicate features currently found at the site. <br />The applicant's proposal amounts to a significant upgrade of a site amenity, <br />the parking area for the structure at 1029 East Wayne. <br />C.
