- r <br />CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 934 Riverside Drive <br />South Bend, IN 46616 <br />OWNER -- Mike and Darcy O'Blenis <br />DESIGNATION -- RD -LHD; C /10; CP -NRHD <br />STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT <br />This American Foursquare was built in 1905. The house has two stories plus <br />an attic. The foundation is brick. The first story is clapboard, the second <br />is of wood shingles. The house has an open porch of brick and wood. The rear <br />of the house faces the St. Joseph River. <br />PROPOSED CHANGE <br />The applicant proposes the installation of a run of 42" high wood picket <br />fence at the north property line. The style of the fence is to be French Gothic <br />as seen in the advertisement. In addition the owner wishes to enlarge the <br />flower beds in front of the house. Also the owner proposes the replacement <br />of rotting floor boards in the front porch. <br />STANDARDS <br />The Standards state (page 16, I.A.I.) " New plant materials, fencing . . . <br />shall be compatible with the character of the neighborhood in size, scale <br />material and color." <br />and (page 23, II.D.4.) "Original porch details should not be replaced with <br />materials representing a different period or style from the original." <br />RECOMMENDATION <br />The staff recommends the approval of the proposal as regards the fence <br />and the flower beds. The proposed fence in effect creates an enclosed <br />yard for the owner. The neighbors on either side of 934 Riverside Drive <br />have fences that run the length of their backyards. Many of the properties <br />in the District have enclosed rear yards. Concerning the repair of the front <br />porch the staff suggests approval the replacement in -kind of the entire front <br />porch floor. The staff made a site visit on 4 -11 -94 and found the porch <br />floor in poor condition. <br />C. Frederick <br />4 -12 -94 <br />
