CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 1417 East Wayne Street <br />South Bend, Indiana <br />OWNER -- Gerald & Rosemarie Hickey <br />DESIGNATION -- East Wayne Local Historic District <br />STA EMENT,...._OF__ S.I.GNI_FICANCE /HI_STORI_C ._CONTEXT <br />This residence was designed by H.R_ Strapp and built by <br />Whitcomb & Keller in 1929. The structure which was rated <br />S/11 in the Indiana Historic Sites and Structures <br />Inventory was occupied by Knute Rockne and his wife Bonnie <br />from 1930 until their deaths. Rockne a team member and <br />then head coach of the football team of Notre Dame <br />University and was the subject of the film, " Knute Rockne <br />- All American ". The facade and portions of the interior <br />of the house were reproduced for the film which featured <br />future president of the United States, Ronald Reagan. <br />The structure is Tudor Revival frame construction with <br />brick & stucco with half timber falsework exterior <br />finishes. The plan is irregular with several cross - gables <br />& dormers at the roof. Windows are typically paired six <br />lite steel casement sash with four lite transom although <br />there is some variation. Four windows have been altered to <br />accommodate window air conditioners. <br />PROPOSED CHANGE <br />Owner proposes to remove 11 second story windows and <br />replace them with new metal clad wood casement windows. <br />STANgARDS <br />The Preservation Guidelines state: <br />1) Guidelines for East Wayne Street Historic District <br />follow the Rehabilitation Guidelines Model. <br />2) (b2) REHABILITATION - Maintaining the existing <br />character ... whenever possible, returning it to it's <br />original condition ... contemporary methods and materials <br />would also be acceptable in appropriate situations. <br />3) (C -1) Original windows and doors .... shall be retained <br />or when deteriorated beyond repair, replaced with units <br />and trim resembling the original. <br />4) (C-2) ...If new sash and doors are used, the existing <br />design and hardware should be used.... If steel casement <br />windows have to be replaced or removed, windows of similar <br />size and style should be used. <br />
