CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 1233 East Wayne Street (N) <br />South Bend, IN 46615 <br />OWNER -- Michael and Denise Collins <br />DESIGNATION -- East Wayne LHD <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />The house at 1233 East Wayne is located in the East Wayne LHD and was assigned <br />a rating of C/10 on the Indiana Historic Sites and Structures Inventory. This <br />Colonial Revival was designed by H.R. Stapp and built by local developers <br />Whitcomb and Keller in 1928. The house is largely unaltered with the minor <br />addition of an aluminum storm door. <br />PROPOSED CHANGE <br />The project consists of the following: 1) the installation of a new driveway to <br />replace the existing deteriorated driveway. 2) the construction of a free-standing <br />garage at the end of the existing driveway. 3) the conversion of the existing <br />single car attatched garage to a family room which will include a 4' by 12' addition <br />to the north (rear) facade. <br />STANDARDS <br />• The district standards state (I.B.2.) "New site work should also be appropriate <br />to existing surrounding site elements in scale, type and appearance." and <br />(III.A.1.) "Additions to existing buildings shall be related in height and <br />proportion to the existing structure." and (III.B.1.)"Exterior materials used <br />on a new structure shall be compatible in scale, texture and color with adjacent <br />structures." and (III.C.2.) "Accessory building designs should be compatible in <br />character and mood to the residences and the neighborhood." <br />RECOMMENDATION <br />The staff recommends for the proposal as presented. The proposal is in keeping <br />with the standards for the East Wayne LHD. <br />• <br />
