Legal <br />Mr. Oxian announced that counsel had corrected the demolition ordinance <br />and that it was ready for submission. <br />G. Historic Districts <br />Mr. Frederick read the results of the Riverbend-LHD Standards ballotting. <br />They were as follows; 14 in favor, 4 opposed and 24 unreturned. The Standards <br />were passed into effect. Mr. Oxian spoke about the production of a Riverbend <br />Standards booklet. Discussion ensued. Mr. Oxian spoke about the next DNR <br />Urban Forestry grant cycle with Mrs. Sporleder. Mr. Frederick indicated Ms. Laflin's <br />future plans. <br />H. Standards and Maintenance <br />No report <br />I. Personnel <br />Mr. Oxian announced that interviews for the directorship would be held <br />during the folowing week. <br />J. Staff Reports <br />Mr. Frederick announced the completion of the new Summary Report. Mr. Oxian <br />voiced his objection to it's placement in the South Bend Middle Schools. <br />Mrs. Sporleder asked about the possibility of press coverage. Mr. Frederick <br />announced the completion of the Landscape Survey by Ms. Katrina Laflin. Mrs. <br />Sporleder asked about press coverage for this event. Mr. Oxian requested copies <br />of the Landscape Survey for each commissioner. <br />K. Old Business <br />L. New Business <br />Mr. Oxian asked about the Shetterley Park fountain. Mr. Frederick responded <br />with the message from Betsy Harriman. Mr. Ed Talley then recounted the fountain <br />details and new developments. <br />M. Hearing of Visitors <br />Mr. Talley , Mr. Oxian and Mrs. Choitz engaged in a discussion of the various <br />boundaries as relates LHD's and Leeper Park. Mr. Talley detailed the results <br />of his current research into Leeper Park. Mr. Oxian suggested the gathering of <br />a petition to support the inclusion of Leeper Park areas into LHD's. Mr. Talley <br />asked about the status of the resevoir. Mrs. Choitz replied that it was not in <br />a Local Historic District. Mr. Talley requested copies of the Summary Report and <br />the Landscape Survey. Mr. Oxian suggested signing the Summary Report out of the <br />office on loan. Mrs. Choitz objected to that proposal. Mr. Oxian responded that <br />the loaning of the Summary Report was to be Mr. Frederick's perogative. Mr. Talley <br />reported on the streetlights in the RD-LHD. Mrs. Choitz asked Mr. Talley what he <br />desired in regard to the drinking fountains. Mr. Oxian stated that the designation <br />of an LHD in Leeper Park would preclude the removal of the fountain. Discussion <br />ensued. Mrs. Choitz described the setting of the LHD boundaries as they effected <br />Leeper Park. Mr. Talley stated that Leeper Park should become an LHD. Ms. Anne <br />Price asked for a clarification on Mr. Oxian's previous statement concerning the <br />house rating system. Mr. Oxian and Mrs. Choitz replied that ratings may effect <br />the regulatory attitude of the HPC as in the instance of major alterations such <br />as synthetic siding. Ms. Price asked about the upgrading of a house rating. <br />Adjournment. <br />
