Minutes of the Regular Meeting <br />of the <br />Historic Preservation Commission <br />Regular Monthly Meeting <br />7:30 p.m. <br />September 20, 1993 <br />I. Call to Order <br />The meeting was called to order at 7:30 p.m. <br />7th floor, County Commissioner's <br />Conference Room, County -City Bldg. <br />II. Roll Call <br />Members present: Mrs. Martha Choitz, Mrs. Catherine Hostetler, Mr. Jed Eide, <br />Mr. John Oxian, Mrs. Janeanne Petrass, Mrs. Joann Sporleder, Mr. Jerry Wiener <br />Members absent: Ms. Jewel Van Dalsen, Ms. Lora Spaulding <br />Staff present: Chip Frederick -Administrative Assistant <br />Also present: Ms. Aladean DeRose-Deputy City Attorney, Mr. Ed Talley-RD-LHD <br />Liasion, Ms. Marsha Stevenson-RD-LHD Liasion, Ms. Anne Price -Riverside Drive <br />Current, Ms. Elizabeth M. Certificates of Appropriateness <br />1. 537 Edgewater Drive -Edgewater Place-LHD <br />Mr. Frederick read the staff report. Mr. Oxian recommended that the HPC <br />send the C of A application to the Historic District Committee for consideration. <br />Mrs. Sporleder asked whether the HDC would have the final right of approval. Mr. <br />• Oxian answered in the affirmative. Mrs. Choitz asked whether the replacement was <br />for windows or storm windows. Mr. Frederick responded that the replacement was for <br />storm windows only. Discussion ensued about the nature of the C of A application. <br />Mrs. Choitz suggested a partial approval of the C of A. Mrs. Sporleder moved that <br />the HPC approve the chimney repair and the replacement of the wood storm windows <br />with double track, white, aluminum storm windows. Mr. Eide seconded the motion. <br />Mr. Oxian asked if the applicant would be required to store the original wood <br />storm windows. Mrs. Sporleder replied that the matter of storage was not included <br />in her motion. Discussion ensued. Mr. Eide asked if there was an assumption of <br />obsolescence concerning the storm windows. Mr. Oxian replied that the disposal <br />of the windows was a pertinent issue in terms of precedent. Counsel responded <br />that the motion should not be left open as regards either the storage or disposal <br />of the storm windows. Mrs. Sporleder replied that she chose to leave the issue of <br />storage out of her motion. She added that her motion only addressed the language <br />of the applicant's proposal, which did not mention storage or disposal of the <br />storm windows. Mr. Oxian responded that the motion was invalid. Counsel instructed <br />the HPC to address the motion as made. Mrs. Petrass asked for a total number of <br />storm window replacements. Mr. Frederick responded in the negative. Mrs. Choitz <br />called the question. The results were as follows; 1 in favor, 6 opposed. The <br />motion was defeated. Mr. Eide moved to approve the chimney repair and the replacement <br />of the wood storm windows provided that the applicant store the originals. <br />The results were as follows; 6 in favor, 1 opposed. The motion passed. <br />2. 1233 East Wayne (N)- East Wayne-LHD <br />Mr. Frederick read the staff report. Mrs. Sporleder asked about the <br />extension of the family room to the rear. Mrs. Collins responded. Discussion <br />ensued concerning the salvage of window trim and decorative elements for the new <br />garage. Mrs. Collins responded. Mr. Wiener asked about the moving of the garage <br />door windows to the top panel. Mr. Collins replied that the door would not have <br />
