• <br />• <br />To: Historic Preservation Commission of South Bend and St. Joseph County <br />From: Katrina Laflin, Landscape Consultant, 1993 DNR Urban Forestry Grant <br />Date: September 7, 1993 <br />Subject: 1425 East Wayne C of A application <br />After reviewing the proposed landscape plans for 1425 East Wayne and the character <br />of the landscape elements in the East Wayne Local Historic District I would maintain <br />that the plantings in the tree lawn are innappropriate. <br />The tree lawns in the district do not, and should not, include shrub plantings. The <br />proposed plan would compromise the existing historic character of the district as a <br />whole. The plantings near the sidewalk are questionable due to the presence of thorn - <br />bearing barberry shrubs. The historic landscape of the district remains well intact <br />with large tree lawns. If installed, the proposed plan would compromise the visual <br />continuity of a historically significant element. <br />In short, the tree lawn is meant for shade trees rather than shrubs. In the East Wayne <br />Local Historic District this concept helps to maintain the character and historic <br />integrity of the landscape. <br />
