6. Standards and Maintenance <br />• Commissioner Oxian announced the results of the meeting concerning <br />code enforcement procedures in the Local Historic Districts. Kathy <br />Dempsey, Director of Code Enforcement, is currently writing procedures <br />for her department to follow when enforcing maintenance standards in <br />LHD's as well as with Local Landmarks. <br />Ms. DeRose noted that Ms. Dempsey's predecessor was not as enthusiastic <br />regarding historic preservation as is Ms. Dempsey and that the relationship <br />between the HPC and Code Enforcement has improved. Discussion ensued <br />concerning the setting of code standards and the hearing process for <br />violaters. <br />Commissioner Sporleder asked whether the possibility existed for the <br />city to do needed repairs and bill the owners. Ms. DeRose replied that <br />many of the homeowners lack the means to pay for such repairs and that <br />the city would then be forced to deal with angry, unpaid contractors. <br />Discussion then moved to the matter of fines and the potential use of <br />those accumulated funds. <br />7. Personnel <br />Commissioner Oxian announced a meeting of the Personnel Committee to <br />immediately follow the evening's regular HPC meeting. <br />Commissioner Sporleder then asked about the possibility of establishing <br />a revolving loan fund to aid in the maintenence of LHD's. Mr. Talley <br />responded that there were several operating in South Bend and that the <br />funds came through Economic Development. <br />Commissioner Oxian spoke about the revolving loan fund with which he <br />had been involved. He stated that many applicants were elgible for <br />• bank loans and did get them, other applicants were of much greater <br />risk. He concluded by citing the difficulties of such programs. <br />Discussion ensued concerning ongoing and previous efforts in this regard. <br />8. Staff Reports <br />No Report. <br />V. Old Business <br />Commissioner Sporleder asked about progress on the roofing problem at <br />630 W. Washington. Mr. Frederick replied that the HPC was gathering <br />information regarding slate and slate substitutes but had not been able <br />to get a response from Lisa Maguire, the owner of the property. <br />Commissioner Sporleder asked about the status of Riley High School and <br />Madison Elementary School. Commissioner Oxian responded saying that <br />Madison was being treated in aacordance with HPC thought and that Riley <br />was a "trick bag". He then stated that of new concern was the fate of <br />John Adams High School. Commissioner Choitz suggested that the HPC move <br />quickly to landmark Adams in order to avoid the problems that the HPC <br />encountered in the Riley case. Commissioner Choitz also broached the <br />subject of the YWCA residence as a Local Landmark. Commissioner Oxian <br />asked for the name of a YWCA board member to approach in that regard. <br />Mr. Frederick was asked to furnish Commissioners Choitz and Hostetler <br />with a current list of board members. <br />Mr. Talley stated that he had some knowledge of the YWCA residence changing <br />use in the near future. <br />Commissioner Hostetler asked for a determination on the quantity of <br />property owned by Memorial Hospital in the RD-LHD, the RB-LHD and the <br />Chapin Park NRHD. <br />
