0 <br />CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 1422 Leer <br />South Bend, IN 46613 <br />OWNERS -- Christopher Kohler <br />(Shirley Kohler - manager) <br />DESIGNATION -- Lincolnway East LHD <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />The Gable Front residential building at 1422 Leer lies within the <br />boundaries of the Lincolnway East LHD. The building was built circa 1920 <br />and has been given a Non -Contributing (NC) rating on the Indiana Historic <br />Sites and Structures Inventory due to numerous alterations that compromise <br />its architectural integrity. <br />PROPOSED CHANGE <br />The proposal is to erect a six foot (6') tall wood privacy fence (stockade <br />type, see photo) around the perimeter of the rear yard: to extend <br />twenty-five feet (25') between house and garage on north side of yard and; <br />to extend forty-six feet (46') from house to garage on the south side of <br />yard with an access gate in front of garage, the fence to wrap around <br />driveway and end at southeast corner of garage. A gate is proposed to <br />access the northeast corner of the yard and a double gate (two 5' sections) <br />to access the driveway. Both gates to resemble the fencing. <br />STANDARDS <br />District standards (1,A,3) state that "...fencing... out of scale or <br />inappropriate to the neighborhood may not be used." <br />RECOMMENDATIONS <br />It is the staff's recommendation that this proposal be approved as <br />submitted. No historic materials or significant landscaping elements <br />(trees) are being removed from the property. The proposed fencing would <br />surround the rear yard area only, running mainly along the alley side of <br />the property; it would not be out of scale to the neighborhood as proposed <br />nor would it be unsightly. <br />F.
