Ms. Brubaker stated that the post was something that had never been there historically; allowing it <br />there it would give the impression that it was historical. <br />Mrs. Choitz stated that safety was a legitimate concern but approving such a proposal "without any <br />• historical reference does not make sense and never will." <br />Mrs Choitz again moved to deny the certificate of appropriateness and to allow the pole to remain <br />for up to six (6) months in order that the owners could come up with an acceptable alternative plan. <br />Ms. Brubaker seconded the motion. <br />No further discussion. <br />Mr. Talley asked that a copy of the decision be sent to the city engineering department. <br />Motion passed unanimously. <br />B. Local Historic Landmarks <br />1. 710 N. Cushing -- Second Reading <br />Mr. Holycross read excerpts from the staff report concerning this proposed local landmark <br />designation. The property was nominated by HPC President John Oxian and was rated as S/11 <br />(Significant) on the Indiana Historic Sites and Structures Inventory. The structure was originally <br />constructed in 1896 and was reconstructed to its present form in 1924; that design was conceived and <br />executed by Walter W. Schneider, a significant local architect. <br />Staff recommned that the NPC send a favorable recommendation for designation by ordinance of this <br />property to the South Bend Common Council; the structure was judged as meeting all requirements of <br />HPC criteria for such designation. <br />Mr. Oxian stated that the house was unaltered both inside and out. <br />• Mrs. Choitz moved to send a favorable recommendation to the South Bend Common Council for designation <br />of 710 N. Cushing as a Local Historic Landmark. Mrs. Petrass seconded the motion. <br />Mrs. Sporleder inquired as to the zoning of the neighborhood. Mr. Holycross answered that it was "A <br />Residential." <br />The motion passed unanimously. <br />2. 511387 Portage -- Second Reading <br />Mr. Holycross read excerpts from the staff report concerning this proposed local landmark <br />designation. The property was nominated by its owner, Ms. Elizabeth Lauber, and was rated as 0/13 <br />(Outstanding) on the Indiana Historic Sites and Structures Inventory. The house and barn on this <br />property were constructed in 1872. <br />Staff recommended that the HPC send a favorable recommendation for designation by ordinance of this <br />property to the St. Joseph County Council; the structure was judged as meeting all requirements of <br />HPC criteria for such designation. <br />Mrs. Choitz stated that the property was owned by the Bestley family into the 1950s. Staff assured <br />her that all new information would be incorporated into the property's history. <br />
