CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 1081 Riverside Drive <br />South Bend, IN 46616 <br />0 OWNERS -- James Fesuk-Geisel and J. Edward Talley <br />DESIGNATION -- Riverside Drive LHD <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />1081 Riverside Drive is in the Riverside Drive Local Historic <br />District. This American Foursquare was rated C/9 in a 1987 <br />Indiana Historic Sites and Structures Inventory. Built in 1920. <br />the first resident of 1081 Riverside Drive was Ellar R. Newland, <br />a manager of the Builders Supply & Specialty Co. The current <br />owner of record is Mr. James Fesuk-Geisel. <br />PROPOSED CHANGE <br />The 1nstalIat.iori of a rep.l:t.ca streetlight fixture with a 12' pole <br />and a lumi.ra.iir, (overall height of 15') in the front yard of <br />the property at 1081 Riverside Drive. As part of the project an <br />existing yard light of approximately 5'in height will be removed <br />from another location in the property's front yard. <br />STANDARDS <br />District standards (1,A,1) state that the introduction of "...new <br />plant materials, fencing, walkways, streetlights, signs, and <br />benches shall be compatible in size, scale, materials, and color. <br />Street lighting illumination should be maintained at levels <br />recommended by the Illuminating Engineering Society. Light <br />fixtures must have spectral distribution in all color. ranges. <br />Sources and lamp posts should be uniform throughout the district. <br />Lamp fixtures and supporting posts must be similar in proportion, <br />scale, and detail to the existing historic .lamps, as depicted by <br />models A, C, and D in Appendix A or a suitable replacement which <br />closely duplicates the standard in size, shape, style, and <br />appearance, i.e. Herwig Li.ght.i_ng Co. standard or. similar'. Street <br />lights should be placed so t, hat adequate illumination is afforded <br />all sections of public sidewalks." <br />Furthermore, section (.1,B,1) relates that "Plants, trees, <br />fencing, walkwa7s, private yard lights, si-ris (house numbers) and <br />benches which refI ct. the property's history and development <br />sha11 be ret.airre(I.' <br />And finally, sect.ior) (I.B,?j states " New site work should be <br />based upon actrial know l.edk e of the past. appearance of the <br />property found `III phot og r:.aphs , d raw.i rigs , :and riewsp apers .
