•petition the Common Council for a delay according to the above procedures <br />in order to develop a preservation plan for this structure. <br />The maintenance problems submitted by the Department of Code Violations, <br />although numerous, are violations that do not threaten the structural <br />tintegrity of this building. None of the aforementioned "problems" warrant <br />he demolition of an otherwise viable structure. The building is in need of <br />attention and repair; staff has begun seeking strategies to get around the <br />problem of an owner who is, in essence, causing demolition by neglect. <br />Code Enforcement Director Katherine Dempsey has suggested one possible way <br />to begin such a process; perhaps the HPC can find an organization willing <br />to participate in her departments "receivership program" (see attached <br />article) whereby the owner can be bypassed until repairs are made. <br />It would set an extremely bad precedent to allow demolition of such a <br />structure in a Local Historic District. The owner has refused for many <br />years to cooperate with the city or this commission in undertaking the <br />necessary basic repairs to maintain this property. It is in the <br />Commissions long-term interest, and the interest of the neighborhood, to <br />save this structure and send a message to others that the HPC will not <br />tolerate demolition by neglect. <br />F.
