CERTIFICATE...._OF_.._APPROPRIATENE.55 ._STAFF.,__REPQRT. <br />PROPERTY -- 1067 Riverside Drive <br />South Bend, IN 46616 <br />OWNERS --- Roman Sysyn <br />DESIGNATION -- Riverside Drive LHD <br />STATEMENT,.,_OF;...._5IGNICICANCE/HI5TORTC_.._CONTCXI'. <br />1067 Riverside Dr. is in the Riverside Drive Local Historic District. 1067 was rated as a <br />non-contributing structure on the Indiana Historic Sites and% Structures Inventory. This <br />American Foursquare house was built in 1908, and its first resident was attorney Louis M. <br />Hammerschmidt of Deahl and Hammerschmidt Attys. Mr. Roman Sysyn has been the owner of 1067 <br />Riverside Dr. since 1973. <br />PROPpSEp_.... CHANGE. <br />itstall one streetlight in northwest corner of front lawns to consist of one "Hollowspun" <br />nncrete post and one "Octagonal Junior" light fixture. <br />STANDARDS. <br />District standards (1,A,1) state that " New ...streetlights... shall be compatible with <br />the character of the neighborhood in size, scale, material and color... lamp fixtures and <br />supporting posts must be similar in proportion., scale, and detail to the existing historic <br />lamps... Streetlights should be placed so that adequate illumination is afforded all <br />sections of public sidewalks." Standard I -A-3 adds that "[S]treelights... which are out of <br />scale or inappropriate to the neighborhood may.not be used." <br />RECOMMENDATIONS, <br />It is the staff's recommendation that this proposal be denied for the following reasons. <br />1. This plan would disrupt the historic placement of streetlights <br />along this section of the street. <br />2. This plan would disrupt the intended rhythm and create a lack of balance in the <br />streetscape lighting arrangement. <br />3. The introduction of such a large streetlight in such a shallow front lawn is <br />inappropriate to the scale of the house. <br />(For further clarification of these points please make reference to COA staff reports for <br />three following properties, 1081, 1093 and 1121 Riverside Drive, April, 1993). <br />While the staff recommends denial of the petition it should be noted that HPC has given <br />approval for the installation of similar streetlights in this district. <br />C.
