•
existing wood clapboards on wall of garage with matching wood
clapboard, salvaging all original materials as possible; infill
the rear window (remove and cover with clapboard); replace two
double -hung windows on east side of garage with metal
double-hungs; replace all eaves, fascia and trim with white
synthetic siding; replace asphalt shingles on roof in-kind.
Ms. Kot:zbauer then noted that the project was begun without a
COA so that the staff had not had an opportunity to work with
the owner; staff feels that portions of the project are
inappropriate and that they were unable to make a determination►
of the original condition of the structure.
Mr. Holycross stated that the staff had reconsidered their
original recommendation and that they were recommending against
approval of the project because, overall, the changes made were
inappropriate.
Mr. Oxian asked whether the owner was present; he was not.
Mr. Eide inquired as to the exact changes the project entailed.
Mr. Holycross reiterated that staff had no way of knowing, as
the project began before they were contacted.
Discussion ensued as the other changes made; staff again
reiterated that no determination of the original state of the
building could be made.
Mr. Oxian asked whether the owner had a building permit. Mr.
Holycross replied that he did not, and that when staff was
notified of the project the Building Department was contacted
and a estop worker order" was placed on the property.
Mr. Oxian stated that the project "was a total violation of all
rules and regulations and it would set a bad precedent." for
future projects.
Mr. Eide asked whether the proposed siding would match the
house; Ms. Kortbauer answered that the owner had said that it
would.
Mr. Oxian moved that the owner be required to bring detailed
information about the project to the Historic Preservation
Commission and that be contact the Building Department to apply
for a Building Permit.
Mr. Holycross asked for clarification;it was his understanding
the owner need a COA from the HPC before he could obtain a
building permit.
Mr. Oxian again stated that the owner was in violation of both
sets of codes.
Ms. Brubaker asked whether the owner had applied for a COA;
5
