• <br />existing wood clapboards on wall of garage with matching wood <br />clapboard, salvaging all original materials as possible; infill <br />the rear window (remove and cover with clapboard); replace two <br />double -hung windows on east side of garage with metal <br />double-hungs; replace all eaves, fascia and trim with white <br />synthetic siding; replace asphalt shingles on roof in-kind. <br />Ms. Kot:zbauer then noted that the project was begun without a <br />COA so that the staff had not had an opportunity to work with <br />the owner; staff feels that portions of the project are <br />inappropriate and that they were unable to make a determination► <br />of the original condition of the structure. <br />Mr. Holycross stated that the staff had reconsidered their <br />original recommendation and that they were recommending against <br />approval of the project because, overall, the changes made were <br />inappropriate. <br />Mr. Oxian asked whether the owner was present; he was not. <br />Mr. Eide inquired as to the exact changes the project entailed. <br />Mr. Holycross reiterated that staff had no way of knowing, as <br />the project began before they were contacted. <br />Discussion ensued as the other changes made; staff again <br />reiterated that no determination of the original state of the <br />building could be made. <br />Mr. Oxian asked whether the owner had a building permit. Mr. <br />Holycross replied that he did not, and that when staff was <br />notified of the project the Building Department was contacted <br />and a estop worker order" was placed on the property. <br />Mr. Oxian stated that the project "was a total violation of all <br />rules and regulations and it would set a bad precedent." for <br />future projects. <br />Mr. Eide asked whether the proposed siding would match the <br />house; Ms. Kortbauer answered that the owner had said that it <br />would. <br />Mr. Oxian moved that the owner be required to bring detailed <br />information about the project to the Historic Preservation <br />Commission and that be contact the Building Department to apply <br />for a Building Permit. <br />Mr. Holycross asked for clarification;it was his understanding <br />the owner need a COA from the HPC before he could obtain a <br />building permit. <br />Mr. Oxian again stated that the owner was in violation of both <br />sets of codes. <br />Ms. Brubaker asked whether the owner had applied for a COA; <br />5 <br />
