RECOMMENDATIONS <br />The staff recommends that this proposal be approved by the HPC. <br />It should be noted that the staff feels that portions of this <br />_ proposal are inappropriate in regards to issues of design and <br />materials, however, this project was nearly complete before it <br />came to the attention of the staff. Therefore, staff was not <br />given an opportunity to consult with the owner in regards to <br />these issues, or the possibilities of alternative solutions. The <br />staff was also unable to make a determination as to whether the <br />garage was deteriorated beyond repair before alterations had <br />commenced. <br />A.
