CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 415 Parry <br />South Bend, IN 46617 <br />OWNERS -- Rebecca Shriner <br />DESIGNATION -- Local Landmark <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />The house at 415 Parry was built circa 1880. It is the most <br />outstanding, as well as the most intact, example of an <br />Upright -and -Wing vernacular house form found in South Bend. This <br />house is currently rated as an S/12 on the Indiana Historic Sites <br />and Structures Inventory. The first known owner of this home was <br />John G. Sommerer, a local grocer. The current owner is Ms. <br />Rebecca Shriner. <br />PROPOSED CHANGE <br />The replacement of metal half -round gutters with rectangular, <br />plastic extruded gutters. <br />STANDARDS <br />Landmark standard (Group B, A) reads " The maintenance of any <br />historical structure or site shall in no way involve any direct <br />physical change except for the general cleaning and upkeep of the <br />Landmark. The Commission shall encourage the proper maintenance <br />of all structures or sites." <br />RECOMMENDATIONS <br />The staff recommends that approval for this proposal be denied by <br />the HPC. Historic half -rounds were taken off the house and <br />replaced with what the staff feels are inappropriate plastic <br />gutters. However, staff was never given the opportunity to <br />consult with the owner, and the project was completed without a <br />Certificate of Appropriateness. <br />A.
