The garage maintains Dutch Colonial Revival features in a modified utilitarian style. The gambrel roof is replaced by a cross -gable roof with shed dormers. The slate roof is maintained, as is the copper flashing. The windows continue the six -over -one double -hung sashes seen on the house. This collection of buildings was the work of Norman Roy Shambleau. Shambleau was a highly regarded local architect who designed approximately 500 structures with various associates during the first half of the 20th century in Michiana. Shambleau worked alone on private houses but he collaborated with Ennis Austin on a wide range of public buildings including Healthwin Hospital on Darden Road, the YWCA at 802 Lafayette and the downtown Tower Building. Shambleau worked in a variety of styles as a residential designer including various "Revival" forms and the American -born Prairie style of Frank Lloyd Wright. These structures are also notable for their association with locally prominent residents. 231 South Eddy was built for William C. Sibley, president and treasurer of the South Bend Foundry. Sibley was a socially active -businessman and also an avid outdoorsman. 1027 East Wayne was built for a South Bend dentist, Merrit J. Keightly. River Bend Local Historic District South Bend, IN The River Bend Local Historic District was designated by ordinance on the 9th of November in 1992. River Bend is the sixth Local Historic District so named a in South Bend. The newest district is an intact middle-class neighborhood built between 1903 and 1921. The area is made up primarily of Queen Annes, American Foursquares and vernacular structures of similar size and materials. River Bend remains as a cohesive example of early twentieth century architecture in South Bend. Other Districts and Landmarks The HPC and its staff has also spent a great deal of time in this period studying and considering other Landmark and District proposals. We are in the early stages of researching the possible designation of three more historic districts in the upcoming year. These include Lincoln Way West, Woodward Avenue and St. Joseph St. & Carroll St. areas. The HPC is also actively involved in the preliminary processes for landmarking several prominent buildings within the city limits of South Bend. NATIONAL REGISTER NOMINATIONS The staff is assisting Historic Landmarks Foundation of Indiana's Northern Regional Office with the National Register Nomination for the Dille/Probst House at 520 East Colfax Avenue in South Bend. The HPC received no other National Register applications during this period. SECTION 106 COMPLIANCE The staff completed forty-five (45) Environmental Review Checklists from the Depart- ment of Economic Development during this period. In addition the staff also completed three (3) Section 106 Processes. The HPC has maintained its Programmatic Memorandum of Agreement with the SHPO and National Advisory Council to ensure the protection of cultural properties which are listed on or qualify for the National Register of Historic Places.
