style, character and cohesiveness of this building because said <br />elliptical window is characteristic of Queen Anne style homes and <br />other ornate styles of the 18901s, and the house itself is a Prairie <br />style residence of the early 20th century characterized by straight, <br />classic lines. <br />7) At its meeting of January 20, 1992, the Commission <br />considered whether to grant a certificate of appropriateness to the <br />previously installed elliptical window and decided that it could not <br />grant a certificate of appropriateness for the elliptical window <br />because such window injected a style element incompatible with the <br />Prairie structure of the house, but, consistent with its regulations, <br />the Plaintiff Commission granted owner Murphy an additional two (2) <br />weeks to provide proof of financial hardship sufficient to obtain <br />relief from strict compliance with the certificate of appropriateness <br />requirements. <br />8) At its meeting of February 17, 1992, the Plaintiff <br />Commission determined that the owners of 1071 Riverside Drive had not <br />sufficiently established economic hardship and, therefore, denied a <br />certificate of appropriateness for the previously constructed window. <br />9) The Commission notified prior owners Manion and Murphy on <br />February 18, 1992, that their request for relief based on financial <br />hardship was disapproved and directed them to 11(1) replace the <br />elliptical window with a rectangular window of similar size or (2) <br />completely side over the opening with wood clapboard to match the <br />existing siding." <br />10) Previous owners Murphy and Manion did not appeal <br />3. <br />
