Call to Order <br />The meeting was called to order at 7:30 p.m. <br />II. Roll Call <br />Members Present: Mrs. Martha Choitz, Mr. Jed Eide, Mr. <br />Herb Herendeen, Mrs. Janeanne Petrass, Mrs. Joann Sporleder, <br />Mr. William Welsheimer Sr. <br />Members Absent: Mrs. Jean Dennen, Mr. John Oxian, Ms. Jewel Van <br />Dalsen. <br />Staff Present: Fred Holycross--Director. <br />Also Present: Ms. Aladean DeRose--City Attorney, Mr. Bruce Von <br />Deylan--South Bend Tribune, Ms. Bonnie Strycker--Youth Service <br />Bureau. <br />III. Public Hearing <br />A. Certificates of Appropriateness. <br />1. 1322 Lincolnway East -- Lincolnway East LHD <br />Mr. Holycross distributed photographs and described the <br />project. The property owner, Youth Service Bureau, was <br />represented by Ms. Bonnie Strycker. <br />The HPC granted a COA (#1992-0508-1) in May, 1992 for several <br />changes; this COA was intended to continue that project and ask <br />for a number of modifications. The proposal consisted of three <br />parts: 1. install twin, 6 over 6, double -hung windows on the <br />west and east sides of the garage; 2. replace set of three <br />windows on north side of garage with three, 4 over 4, <br />double -hung windows to fit within existing space; 3. install <br />air-conditioning unit through south facade of garage. <br />Mr. Holycross further stated that District Standards required <br />that "existing or original windows and doors be retained," that <br />"new windows that would alter the scale or proportion of the <br />building may not be introduced," and that mechanical systems be <br />placed in areas that will result in the least possible <br />alteration to the building" and "be installed in the rear of the <br />property." <br />Staff recommendations stated that the proposal was not strictly <br />within district standards but the building had been <br />significantly altered and the proposal would not compromise the <br />overall character, style or integrity of the building. <br />1 <br />
