Certificate of ADoropriateness Staff Report: <br />Entry Posts/East Wavne Street LHD <br />Owner: City of South Bend, c/o Georgia Shaw (EWLHD Liaison <br />Committee) <br />Location: N.E and S.E corners of Eddy and East Wayne Streets <br />Historic Context: <br />The brick and poured -concrete entry posts at the corner of Eddy <br />and East Wayne Streets are an important historic element of the <br />District. They were constructed by Sunnymede's developers, Leslie <br />Whitcomb and Fred Keller, after the neighborhood was platted in <br />1925. <br />Entry posts and lights have historically been a popular means <br />with which to differentiate specific neighborhoods in the built <br />environment. Intended to resemble entry gates protecting estates <br />and manors, entry posts provide a formal entryway into what was, <br />in this case, a distinctive and "fashionable" place to reside. <br />These posts and lamps also represent the developer's intention to <br />require communal neighborhood responsibilities; homeowners in <br />Sunnymede were assessed a fee to finance the maintenance of the <br />entry posts and lamps along with other streetlights, trees in the <br />tree lawns and recreational areas in the neighborhood. <br />Proposal: <br />The East Wayne LHD Liaison Committee proposes to have two new <br />lamps wired and mounted on top of the brick posts that flank the <br />entryway into the district. A meter box will be attached to the <br />post on the northeast corner of the streets (see photo for <br />proposed location). Electrical wiring will be run on the outside <br />of the posts and under the street between the posts. <br />Applicable Standards: <br />I. Environment <br />A.
