Certificate of ADoropriateness Staff Report: Entry Posts/East Wavne Street LHD Owner: City of South Bend, c/o Georgia Shaw (EWLHD Liaison Committee) Location: N.E and S.E corners of Eddy and East Wayne Streets Historic Context: The brick and poured -concrete entry posts at the corner of Eddy and East Wayne Streets are an important historic element of the District. They were constructed by Sunnymede's developers, Leslie Whitcomb and Fred Keller, after the neighborhood was platted in 1925. Entry posts and lights have historically been a popular means with which to differentiate specific neighborhoods in the built environment. Intended to resemble entry gates protecting estates and manors, entry posts provide a formal entryway into what was, in this case, a distinctive and "fashionable" place to reside. These posts and lamps also represent the developer's intention to require communal neighborhood responsibilities; homeowners in Sunnymede were assessed a fee to finance the maintenance of the entry posts and lamps along with other streetlights, trees in the tree lawns and recreational areas in the neighborhood. Proposal: The East Wayne LHD Liaison Committee proposes to have two new lamps wired and mounted on top of the brick posts that flank the entryway into the district. A meter box will be attached to the post on the northeast corner of the streets (see photo for proposed location). Electrical wiring will be run on the outside of the posts and under the street between the posts. Applicable Standards: I. Environment A. The District Environment (1) Reauired "Distinctive existing features such as brick entry pillars [sic] ... shall be retained."
