RECOMMENDATIONS <br />The first proposal is keeping with the pertinent standards as <br />cited above. Proposal One, as submitted, will not have a <br />detrimental impact on the historic fabric of the site or the <br />district as a whole. The bushes to be removed are non -historic, <br />and proposed replacements should visually upgrade the property. <br />I recommend that the Commission approve this proposal as <br />submitted. <br />The second proposal is not in keeping with standard II.E.(3): the <br />proposed fence extends beyond the set back line of the property. <br />However, fencing in this area existed previously to the <br />implementation of the district, a deteriorated fragment of which <br />currently remains. The proposed fence is an improvement over the <br />existing conditions. I recommend that the commission moves to <br />approve this portion of the application as it is in keeping with <br />previously existing conditions and can be regarded as <br />"maintenance". <br />-- J.
