If there are sources demonstrating otherwise, Mr. Zappia does
not cite them.
Example:,A study* of Historic Districts in four cities -- Alexandria,
Virginia, Galveston, Texas, Seattle, Washington and Savannah, Georgia --
showed an increase in property values for family homes in all four
districts when compared to surrounding areas of the cities. In none of
these Historic Districts did property values decrease after designation.
*Advisory Council on Historic Preservation "Preservation and Urban
Revitalization" (U.S. Govt. In fact, there are many
people eager to buy property in Historic Districts; our office is
constantly providing information to real estate agents in order that they
might market "historic homes" and homes in "historic areas." In addition we
are regularly providing prospective home buyers with information about our
local districts.
Fred M. Holycross
Director
June, 1992
