ZAPPIA PAX (219) 272-8167 <br />June 9, 1992 <br />Dear Property Owner: <br />You were notified by a letter dated May 20, 1992, from the <br />Historic Preservation Commission of South Bend and St. Joseph <br />County that the River Bend Neighborhood Steering Committee has <br />presented a proposal to the Historic Preservation Commission <br />requesting that all of the prpparty in your neighborhood, bounded <br />on the north by Bartlett Street, on the south by Marion Street, <br />on the east by Riverside Drive, and on the west by St. Joseph <br />Street, and including two lots on the northwest corner of St. <br />Joseph Street and Navarre Street, be designated a local historic <br />district under the South Bend zoning ordinance. The Historic <br />Preservation Commission is going to hold a public hearing on this <br />matter on June 15, 1992, at 7:30 p.m. on the 7th Floor of the <br />Countv-City Buildinq. I strongly urge you to attend this hearing <br />as it has a very significant impact on the value of your property <br />and your rights as a property owner. I represent one of your <br />neighbors and intend to very strongly fight this historical <br />designation. <br />If the South Bend Common Council adopts an ordinance <br />establishing your neighborhood as a local historic district, you <br />will be required to obtain the approval of the Historic <br />Preservation Commission before you alter, reconstruct, construct, <br />paint or move any exterior portion of any building located on <br />your.property or change the use of that building. This includes <br />such things as installing a new roof, planting new bushes, <br />changing the color of the house, installing new windows, a new <br />sidewalk, new siding or any other aspect of the exterior of your <br />house or landscaping. If your neighborhood becomes a local <br />historic district, the Historic Preservation Commission will <br />require that a form be filled out and signed by you asking <br />permission each time you want to make any such change. The <br />Historic PreservationCommission <br />" has 30 days after you file your <br />application to either approve it or deny it. <br />These restrictions will apply not only to you, but to anyone <br />to whom you sell your house or to whom you rent it: The <br />restrictions are in addition to the existing zoning ordinances <br />and subdivision restrictions which are already in place to <br />protect homeowners. These restrictions contained within the <br />historic designation continue'forever less they are changed by <br />,?rev r un <br />action of the City Council. will have very large necative <br />impact on the value of your pr:;!kty_and the number of buyers <br />interested in purchasing.
