December 30, 1991 STAFF REPORT Joseph J. BeI1i_n_a III_____.___ ----------ii54- Lincolnway East South Bend, IN 46601 PROPOSAL Renovation of rear entry vestibule: 1) Replace wood panel door with single pane glazing (1/2 length) with metal door of same proportion, simulated paneling detail, applied muntin grill. 2) Replace fixed sash on west side with 1/1 wood double hung sash; replace two adjacent fixed sashes on south side with same double hung sash; remove fixed sash on east side;' replacement windows to have new wood sills, jambs, and surrounds. 3) Re -side entire vestibule with in-kind clapboard siding. STANDARDS II. Existing Structures A) Building Materials 1) Required Existing exterior building materials shall be retained. The existing or original architectural detail around windows, porches, doors and eaves should be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. 2) Recommended Whenever possible, the original building materials should be restored. C) Windows and Doors 1) Required Existing or original windows and doors, including sash, lintels, sills, shutters, decorative glass, pediments, hoods and hardware shall be retained or when deteriorated beyond repair, replaced with duplicates of the existing or original. 3) Prohibited Existing or original windows, doors and hardware shall not be discarded when they can be restored and reused in place. New windows or door openings that would alter the scale and proportion of the building may not be introduced. RECOMMENDATIONS The owner began this project without a Certificate of Appropriateness; it is subsequently not in accordance with Section 21-117.2 of the Municipal Code of the City of South Bend.
