site inspection before insulation work could <br />proceed. <br />Mrs. Sporleder objected to the last part of this <br />recommendation, pointing out that the owner, <br />however impracticably, planned to reside using <br />clapboard similar to the original. <br />Mr. Oxian said the Commission owed the owner an <br />opinion on economic factors; also, he saw no point <br />in replacing the siding. He further argued that <br />the owner had applied for neither a C of A nor a <br />building permit, and had therefore violated many <br />rules. He asked the Commission to decide on a <br />course of action --table the proposal, reject it, <br />have the staff instruct the owner on rules and <br />regulations, etc. <br />Mr. Pastor reiterated the staff recommendation to <br />move the south window, which was inappropriately <br />placed. <br />Mrs. Sporleder said she found no compelling <br />aesthetic problem with the south window, and no <br />obvious reason for moving it. Mr. Herendeen <br />agreed. <br />Mrs. Sporleder moved to accept the entire <br />proposal. as -is. Mrs. Petrass seconded the <br />motion. Mr. Oxian voted against the motion. <br />Mr. Herendeen suggested an added stipulation --to <br />have the staff discuss rules and regulations with <br />the owner. Mr. Holycross agreed to do so, but <br />said the owner had already been informed <br />repeatedly of proper procedure. <br />Mrs. Sporleder noted that many owners had pleaded <br />ignorance of C of A procedures. She asked Mrs. <br />DeRose what might be done about this problem. <br />Mrs. DeRose advised keeping track of changing <br />ownership in historic districts. She urged <br />finding a way to keep owners informed of C of A <br />procedures. <br />Mrs. Steele offered to print C of A information <br />periodically in the Southhold Newsletter, and <br />asked Mr. Holycross to organize informational <br />packets to give to new homeowners in districts. <br />Mr. Boughal offered to write a Tribune news story <br />about C of A procedure. <br />Mrs. DeRose advised the Commission not to allow <br />(9) the fact that a project had already been carried <br />
