Joseph county <br />ROOM 1123 COUNTY CITY BUILDING <br />south bend, indiana 46601 (219) 284-9798 <br />November 20, 1991 <br />Stephen Luecke <br />Common Council/ <br />Ist District <br />441 County/City Bldg. <br />South Bend IN 46601 <br />Dear Mr. Luecke: <br />I'appreciate your calls concerning the. proposed Historic Preservation District <br />on the near northwest <br />thwest side of the city. -We are qu#ez-enthulsed to help facilitate <br />the- designation of a new district, especially when we have strong neighborhood <br />support. <br />The amount of preparation necessary for the implementation of a district is <br />considerable*. Our staff is quite small, therefore we need both time to properly <br />prepare to meet our responsibilities in the process and cooperation from those <br />in the neighborhood who wish to see this process through. <br />I strongly encourage the neighborhood group to.contact our staff as soon as <br />possible --especially before you introduce an ordinance to the Common Council. <br />The ninety day period required by the proposal of a district ordinance -is not <br />enough time to do the preliminary work needed. The ultimate success of a district— <br />both its designation and - administration --depends on cooperation 'between the <br />public and the Commission. Possible problems can most easily be amended when <br />the neighborhood ,group makes the staff and 'Commission part of the process early__ <br />on. <br />I have included materials outlining the initial designation process. We will be <br />following these procedures and hope that the neighborhood group can see their <br />utility. I would hope that the group especially understands their responsibilities <br />in the process. <br />John Oxian has asked me to inform you that we will holding a Public Hearing <br />on the ordinance concerning 'the,-Lincolnway East Historic District at the <br />Commission's regut-a-Ct meeting—December 16, 1991. <br />Sincerely, <br />Fred M.folycross <br />Director <br />
