South Bend IN 46601 Dear Mr. Luecke: I'appreciate your calls concerning the. proposed Historic Preservation District on the near northwest thwest side of the city. -We are qu#ez-enthulsed to help facilitate the- designation of a new district, especially when we have strong neighborhood support. The amount of preparation necessary for the implementation of a district is considerable*. Our staff is quite small, therefore we need both time to properly prepare to meet our responsibilities in the process and cooperation from those in the neighborhood who wish to see this process through. I strongly encourage the neighborhood group to.contact our staff as soon as possible --especially before you introduce an ordinance to the Common Council. The ninety day period required by the proposal of a district ordinance -is not enough time to do the preliminary work needed. The ultimate success of a district— both its designation and - administration --depends on cooperation 'between the public and the Commission. Possible problems can most easily be amended when the neighborhood ,group makes the staff and 'Commission part of the process early__ on. I have included materials outlining the initial designation process. We will be following these procedures and hope that the neighborhood group can see their utility. I would hope that the group especially understands their responsibilities in the process.
