information." <br />Conclusion #3: <br />The most recently published (1987) Indiana Sites and Structures <br />Inventory counted 163 contributing structures within these <br />proposed boundaries, approximately 450 of the total (this <br />percentage is based on the 1992 figure of 364 structures; no <br />total for 1987 is available as the Inventory does not enumerate <br />the total number of structures in an area). Five structures were <br />rated as outstanding at that time. <br />A resurvey was conducted in late 1991 and early 1992 consisting <br />of a "windshield survey." This resurvey showed fewer contributing <br />structures remaining in the area. Primarily due to alterations, <br />only 137 contributing structures remain in the area, representing <br />38% of the total. This is a 16% decline in less than five years. <br />In other words, in 1992, 62% of the total area proposed is rated <br />as noncontributing, ie: containing structures that do not <br />contribute to the historic fabric of the neighborhood because of <br />alterations to their original form or style. <br />As„a whole, the proposed area does not contain a sufficient <br />number of contributing structures, in close enough proximity, to <br />warrant designation. There are, however, "pockets” of structures <br />within these boundaries that might prove to be likely candidates <br />for designation (discussed below). <br />Conclusion #4: <br />There are many neighborhoods, and collections of significant or <br />interesting sites and structures, within the city and county <br />worthy of the attention of the HPC. This proposal represents such <br />a neighborhood. However, the Commission must base their <br />evaluation of historic district proposals on their legally <br />mandated responsibilities, from a comprehensive historical and <br />preservationist perspective, and unfortunately, also -on the <br />practicality of the proposal from an administrative viewpoint. <br />This proposal is administratively impractical for the following <br />reasons. <br />The addition of 364 additional structures, at present staffing <br />levels, would place a strain, on the ability to properly handle <br />the Certificate of Appropriateness procedure. The largest present <br />district, East Wayne Street LHD, has 155 structures.[5] In fact, <br />in all local districts combined, there are 374 tota_1_ primary <br />structures! This proposal would effectively double our historic <br />district responsibility. It would also double the load of the <br />Commission itself, in terms of providing sufficient Public <br />Hearing time at regular monthly meetings for reasonable attention <br />to all C. of A.'s. <br />In addition, the Near Northwest Neighborhood group has not yet <br />
