of the school and classroom size requirements mandated by the <br />State. <br />Discussion ensued among Mrs. Sporleder, Mr. Ferrand, and Lola <br />Frye, a resident of the neighborhood, about the current <br />population of the school. <br />Mr. Oxian stated that the HPC has been talking to the SBSC <br />about landmarking these schools for ten years. <br />Mr. Herendeen stated that the HPC's responsibility was to <br />preserve buildings that met designation criteria; population <br />figures weren't relevant in determining the historical or <br />architectural significance of a building; Madison School <br />should be recognized accordingly. <br />Mrs. Choitz moved that the HPC send a favorable <br />recommendation to the South Bend Common Council to designate <br />the James Madison School a Local Historic Landmark. Mrs. <br />Dennen seconded the motion. <br />Mrs. Dennan asked Mr. Ferrand when the SBSC intended to hire <br />the architectural firm and when they planned to complete the <br />feasibility study. <br />Mr. Ferrand responded that the architects were to be hired at <br />the December SBSC meeting and that the completed study would <br />come back to them around the first of the year. <br />Mrs. Hostetler spoke on behalf of Madison's importance and <br />function as a neighborhood school. She pointed out that the <br />school is in an area containing two (2) Local Historic <br />Districts and one (1) National Register Historic District. <br />Mr. Eric Cruz then asked about HPC restrictions on expansion <br />or addition to landmarks. HPC members responded that the HPC <br />might allow additions to historically designated buildings <br />and had done so in the past when appropriate. <br />Mrs. Sporleder asked that it be stipulated in the motion and <br />ordinance that the school be regulated under "B standards." <br />Mrs. Choitz and Mrs. Dennen agreed that this be contained in <br />their motion to recommend James Madison School to the Common <br />Council for desienation by ordinance as a Local Historic <br />Landmark. <br />Motion approved unanimously. <br />IV. Regular Business <br />A. Approval of Minutes <br />Mr. Holycross asked that the October 1992 minutes be approved <br />as submitted. <br />4 <br />
