August 4, 1992 <br />STAFF REPORT <br />Joel Mesecar <br />517 Edgewater Drive <br />South Bend, IN 46601 <br />STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT <br />The c. 1923 Colonial Revival style building at 517 Edgewater <br />Drive is located in the Edgewater Place Local Historic District <br />and is rated as a "Reference ". <br />The site includes a portion of the riverbank; a dock /boatlaunch <br />currently exists and is accessed by wood stairs built into the <br />slope of the riverbank. <br />PROPOSED CHANGE <br />Construct a deck (12' x 18' overall) east side of stairway <br />leading to pier (across street from house). Deck to be <br />constructed of wolmanized lumber as per submitted plans. <br />STANDARDS <br />I. Environment <br />A. The District Environment <br />The District is characterized by its close proximity to <br />downtown South Bend and by its intimate relationship with <br />the St. Joseph River. Edgewater Drive follows the <br />riverfront with a row of houses facing the river from <br />across the street. Other structures in the District share <br />the benefits of the river with the presence of the <br />riverbank and a small park near the southwest corner of the <br />district. <br />1) Required <br />The riverfront neighborhood character of the District <br />shall be retained. <br />2) Recommended <br />The development of boatlandings, access points, <br />scenic overlooks or terraces should be done in such a <br />way as to avoid obstructing the view of the river and <br />its banks. <br />3) Prohibited <br />In erosion control efforts to preserve the riverbank, <br />poured concrete, concrete slabs, concrete building <br />blocks or other unsightly material shall not be used. <br />B.
