South Bend Redevelopment Commission
Regular Meeting - September 20, 1996
5. OLD BUSINESS (Cont.)
b. Commission approval requested for
use of the Palais Royale building by
Michiana Arts & Sciences Council for
the 1997 Carnival for the Arts.
Mrs. Kolata explained that Michiana Arts
& Sciences Council has submitted a
request to use the Palais Royale Ballroom
for the 1997 Carnival for the Arts. They
have two dates: April 25 - 27, 1997 and
May 16 - 18, 1997. Mrs. Kolata noted
that she went through the Palais Royale
on September 19, 1996 with Don Fozo,
Building Department and Burt Prawat,
Fire Protection. When Carnival of the
Arts used the Ballroom in the Spring of
1996 it was to be a one time use of the
Ballroom. It was anticipated at the time
Michiana Arts & Sciences Council made
their request, that the Palais Royale
would be shut down for renovation
immediately after Carnival. Since then
the renovation has been delayed and
Michigan Arts & Sciences Council has
submitted their request for use of the
Palais Royale Ballroom in 1997.
Mrs. Kolata noted that the Building and
Fire Department had allowed the Palais
Royale to be treated as a temporary use,
similar to the Ethic Festival, where you
don't require permanent wiring and
temporary wiring was allowed. Certain
requirements were handled as a
temporary use. If the Commission allows
continued use of the Palais Royale
building, there is a need for permanent
improvements; hard wiring, fire escape
IL corrections, hand rails, alarms and various
-4-
