December 3, 1991 STAFF REPORT William and Laurel Cochrane 519 Edgewater Drive South Bend, IN 46601 PROPOSAL Replace eight aluminum double hung sashes at front porch (5 @ front, 1 @ south side, 2 @ north side) with vinyl clad wood double hung sashes with double insulated glass, applied muntins top -sashes to have six lights, bottom sashes to have one. Rough openings to remain the same; number of sashes per side to remain the same. Sashes to be Anderson Brand. STANDARDS II. Existine Structures C) Windows and Doors 1) Required Existing or original windows and doors, including sash ... shall be retained, or when deteriorated beyond repair, replaced with duplicates of the existing or original. 3) Prohibited Existing or original windows, doors and hardware shall not be discarded when they can be restored and reused in place. D) Entrances. Porches. and Steps 1) Recommended When enclosing porches for heat conservation or other reasons it should be done in a manner that does not alter the architectural or.historical character of the building. 3) Prohibited Porches and steps that are important to the building's style and development may not be altered or removed. RECOMMENDATIONS The porch is enclosed by eight thin, aluminum double hung sashes;, these are not original nor do they qualify as historic. The proposed sashes are identical in size and shape to the original 6/1 double hung sashes that exist throughout the building. As per standards II.C(1,3) and II.D(1), the proposed sashes alter the architectural character of the porch and overall house fenestration that existed at the time of district implementation. The proposed sashes are introducing a multi -pane element to the porch which will bring more emphasis to the porch fenestration than the existing. Also as a result of the proposed, the porch will be more integrated as an interior space whereas the existing fenestration lends to a transitory interior/open air space.
