December 3, 1991 <br />STAFF REPORT <br />William and Laurel Cochrane <br />519 Edgewater Drive <br />South Bend, IN 46601 <br />PROPOSAL <br />Replace eight aluminum double hung sashes at front porch (5 @ <br />front, 1 @ south side, 2 @ north side) with vinyl clad wood <br />double hung sashes with double insulated glass, applied muntins <br />top -sashes to have six lights, bottom sashes to have one. Rough <br />openings to remain the same; number of sashes per side to remain <br />the same. Sashes to be Anderson Brand. <br />STANDARDS <br />II. Existine Structures <br />C) Windows and Doors <br />1) Required <br />Existing or original windows and doors, including <br />sash ... shall be retained, or when deteriorated <br />beyond repair, replaced with duplicates of the <br />existing or original. <br />3) Prohibited <br />Existing or original windows, doors and hardware <br />shall not be discarded when they can be restored and <br />reused in place. <br />D) Entrances. Porches. and Steps <br />1) Recommended <br />When enclosing porches for heat conservation or <br />other reasons it should be done in a manner that <br />does not alter the architectural or.historical <br />character of the building. <br />3) Prohibited <br />Porches and steps that are important to the <br />building's style and development may not be altered <br />or removed. <br />RECOMMENDATIONS <br />The porch is enclosed by eight thin, aluminum double hung sashes;, <br />these are not original nor do they qualify as historic. The <br />proposed sashes are identical in size and shape to the original <br />6/1 double hung sashes that exist throughout the building. <br />As per standards II.C(1,3) and II.D(1), the proposed sashes alter <br />the architectural character of the porch and overall house <br />fenestration that existed at the time of district implementation. <br />The proposed sashes are introducing a multi -pane element to the <br />porch which will bring more emphasis to the porch fenestration <br />than the existing. Also as a result of the proposed, the porch <br />will be more integrated as an interior space whereas the existing <br />fenestration lends to a transitory interior/open air space. <br />
