Mr. Holycross said no; <br />there were surplus funds for the current year and <br />funding for the next year had already been received. <br />Surplus funding would revert to the General Fund after <br />Jan. 1 and not be re-applied to the Commission budget. <br />He said encumbering the surplus was not possible because <br />it came from moneys designed to temporarily cover <br />operating expenses. The <br />first letter asked Mr. Axelberg to apply for a <br />certificate of appropriateness for the work <br />already completed. The second, more strongly <br />phrased, threatened legal action if no application <br />was filed by Jan. 1. <br />He said he had received no reply.' <br />2.
