Conditional approval was not possible. <br />The minutes were tabled. <br />B. Treasurer's Report. <br />Mrs. Sporleder asked whether any funds should be <br />encumbered before year's end. Mr. Holycross said no; <br />there were surplus funds for the current year and <br />funding for the next year had already been received. <br />Surplus funding would revert to the General Fund after <br />Jan. 1 and not be re-applied to the Commission budget. <br />He said encumbering the surplus was not possible because <br />it came from moneys designed to temporarily cover <br />operating expenses. Funds taken from this source were <br />later paid back from grant money. <br />Mr. Welsheimer moved to approve the treasurer's resort; <br />Mrs. Choitz seconded; report approved unanimouslv. <br />C. Correspondence <br />No discussion. <br />D. Committee Reports. <br />1. Certificates of Appropriateness. <br />a. Staff Approvals --1028 E. Wayne, LHD <br />No report. <br />b. 1501 E. Wayne, LHD. <br />Mr. Pastor reported sending two letters to the <br />owner, Mr. Axelberg, over the past month. The <br />first letter asked Mr. Axelberg to apply for a <br />certificate of appropriateness for the work <br />already completed. The second, more strongly <br />phrased, threatened legal action if no application <br />was filed by Jan. 1. <br />He said he had received no reply.' <br />2.
