James Pastor's pay rate had been raised to $7/hour. The salary <br />for the unfilled position of survey manager has been raised from <br />$14,000 to $16,000/year, effective that day. Dixon also reported <br />the hiring of Suzanne Booker to assist with various clerical and <br />research tasks until July 1. This hiring was done through the per- <br />sonnel office. Mrs. Dixon reported that she has re -requisitioned <br />the survey manager position and sent out letters to colleges and <br />universities that offer preservation degrees, as well as to local <br />colleges and universities. <br />8. Staff Reports <br />a) Bi -monthly Report <br />Mrs. Dixon duly presented this report for inspection/approval. <br />V. Old Business <br />A. Studebaker Corridor --Proposals. <br />Mr. Oxian requested all commission members to submit any and all proposals <br />they might have on these buildings to the staff so that a definite set <br />of proposals could be agreed upon and sent to Redevelopment. Already <br />in existence is a report by Brian Poland from early last year. The <br />deadline for new proposas is the May 21 meeting. <br />Discussion was then instigated regarding the houses in the corridor. <br />Mrs..Choitz suggested building a neighborhood around the brick house <br />by moving the other houses in around it. Mr. Newburn objected, saying <br />that such a neighborhood, given the close proximity of the industrial <br />buildings, would inevitably becom a run-down, low-income area. Mr. <br />Oxian pointed out that many of the houses are in poor condition and <br />suggested saving only the better ones. Mrs. Choitz stressed her belief <br />that the real problem was the total indifference of developers and of the <br />city of South Bend to these buildings. She suggested remedying this <br />situation by bringing in developers which deal chiefly in restoring old <br />buildings and said that the city so far had never approached such deve- <br />lopers. <br />Mrs. Dixon suggested offering to use the $1.3 million in funding (the <br />cost estimated by Economic Development for demolishing the buildings) <br />for a specific purpose as part of a deal with prospective developers <br />(Example; use the money to repair the roof and windows). <br />VI.
