Mr. Oxian explained the tariff system and the <br />options open to the districts in detail. <br />These options include the use of metered <br />service, estimated service, citizen payment <br />and control, and city payment and control. <br />He then answered various questions and <br />mentioned that Mayor Kernan had publicly <br />stated that he would set up a committee to <br />settle the problem by June 1990. <br />7. Personnel <br />a. Pay Increases for Three Positions <br />Mrs. Dixon discussed the estimated personnel <br />budget. She requested that Ms. Wikman, who <br />was hired strictly to research for the <br />survey, but has since taken on the additional <br />clerical duties of an administrative <br />assistant. Mrs. Dixon further stated that the <br />Community Development Block Grant agreement <br />from the city stipulates that the monies be <br />used, in part, to hire an administrative <br />assistant. She, therefore, requested a $0.25 <br />per hour raise for Ms. Wikman, effective as <br />of the next pay period. <br />Mr. Pastor's contract was to be reviewed in <br />December, but was not reviewed until January. <br />Mrs. Dixon requested that Mr. Pastor be given <br />a $7.00 per hour raise, which would not be <br />increased until December. <br />Mrs. Dixon also requested. that the Survey <br />Manager's position pay scale be increased <br />from $13,000 - $15,000 to $14,000 - $16,000. <br />The estimated personnel budgets reflect and <br />ample amount of funding for all raises. <br />Mr. Herendeen moved to raise Ms. Wikman's <br />salary to $6.75 per hour; Mrs. Petrass <br />seconded; motion approved. <br />Mr. Herendeen moved to raise Mr. Pastor's <br />salary to $7.00 per hour; Mrs. Sporleder <br />seconded; motion approved. <br />Mrs. Sporleder moved to increase the pay <br />scale for the Survey Manager's position to <br />$14,000-516,000 and to advertise it as such; <br />Mr. Herendeen seconded; motion approved. <br />
