W <br />STAFF REPORT <br />Mike Blair, resident <br />619 Edgewater Dr. <br />South Bend, IN 46618 <br />PROPOSAL <br />Part I: The resident proposes, with the owner's permission, to <br />install a pier at the site of the boat landing (constructed under <br />a previous c. of a.). <br />Part II: The owner also proposes planting shrubbery along the top <br />of the boat landing, rather than installing a railing, as was <br />previously requested. <br />STANDARDS <br />Environment: <br />Recommended: <br />If erosion control efforts become necessary to preserve the <br />riverbank, they should involve processes and materials <br />consistent with the natural beauty of the banks. The <br />development of boat landings, access points, scenic overlooks <br />or terraces should be done in such a way as to avoid <br />obstructing the view of the river and its banks. <br />Prohibited: <br />In erosion control efforts to preserve the riverbank, poured <br />concrete, concrete slabs, concrete building blocks or other <br />unsightly material shall not be used. <br />RECOMMENDATION <br />The staff recommends that the owner be permitted to install the <br />pier, pending approval of the state Department of Natural <br />Resources (resident will be required to show proof of approval <br />from DNR prior to receiving signed Certificate of <br />Appropriateness). <br />The staff further recommends that the owner be permitted to <br />install shrubbery along the top of the boat launch, rather than <br />the railing approved earlier, to provide a barrier between the <br />street and the drop -off of the boat launch. This shrubbery <br />should be no taller than three feet and shall be installed as <br />soon as possible. <br />
