St. Louis Blvd. <br />South Bend, IN 46617 <br />Dear Mr. Stevens: <br />We have received reports from residents in our historic districts <br />that the forester for the parks department has been granting <br />permission to remove trees from areas within historic districts. <br />Please ask your forester to keep in mind that property owners <br />(and the city, on public lands) must obtain a Certificate of <br />Appropriateness for any tree removal, even those which are <br />obviously beyond saving. The purpose of such permits is <br />two -fold: first, to retain a record of the plantings in the area, <br />and second, to avoid any conflict between the commission and the <br />residents. If residents are allowed to remove trees which are <br />believed to be dead without a permit, we may soon have residents <br />removing trees because only one branch is dead. If we required a <br />permit of the second, but not the first scenario, the residents <br />could claim that our decisions were arbitrary and unfair. <br />Therefore, please remind your forester of the Certificate of <br />Appropriateness policy.
