Motion approved. <br />Regarding the C. of A. procedures, Mr. <br />r <br />Oxian sua ested that, at the <br />recommendation of Ms. D>Rose. that the <br />Commission postpone any motion on the <br />procedures until the December meeting t. <br />allow the Common Council adequate time to <br />review the proposed procedures. <br />c. <br />Tree on Lincoln Way East <br />Mr. Oxian reported that n tree in the <br />Edgewater Historic District, in front of <br />an establishment callod "Phil's Place" is <br />dead. He s"wested that the owner be <br />contacted to remove the tree and plant <br />something else or to do something; with <br />the dead tree. He believes the address <br />is 725 or 723 Lincoln Way East. <br />Mrs. Sporleder asked what would be the <br />grounds for the staff contacting the <br />owner; what should the staff say to the <br />owner.. Mr. Oxian stated that the HPC can <br />ask the owner to remove the tree. They <br />can not be forced to because the <br />maintenance clause is not yet in the <br />ordinance. <br />Mrs. Choitz reminded the Commission that <br />it is not dealing with hazards or other <br />matters pertaining to public safety.
