VII. '' SPECIAL PROJECTS <br />On May 15, in conjunction with the Historic Landmarks Foundation of Indiana, <br />South Bend Heritage, Southhold Restorations, and the Redevelopment Department <br />for the City of South Bend, the Commission sponsored the Second Annual Mayor's <br />Conference. Featured speakers included an architect and a developer from <br />Colorado, a representative from the Philadelphia National Park Service office, <br />the director of the Indiana Division of Historic Preservation, and an attorney <br />from Indianapolis. Over seventy individuals from South Bend and Northern Indiana <br />attended the event. <br />The Commission completed the Industrial Buildings Project in which over fifty <br />historic factory buildings were studied to determine eligibility for the <br />National Register of Historic Places and thus make available to owners the 25% <br />Investment Tax Credit on Rehabilitation. Also completed was a slide/tape <br />presentation to promote the project in the community. <br />In October, the Commission published the Preservation Plan for the City of <br />South Bend. It defines procedures for: identifying scarce and endangered <br />historic resources, updating the survey, and declaring landmarks and districts. <br />Also included are recommendations for interdepartmental relations and future <br />Commission projects. The concept of this plan will be adapted to include county <br />resources in 1985. <br />A memorandum of Agreement was finalized by which the Commission staff will help <br />facilitate the Section 106 Review of local -federally -funded projects. <br />Additional documentation was provided for the downtown South Bend Multiple <br />Resource Area application to the National Register of Historic Places. Nominations <br />to the National Register were also completed for the Darden Bridge and Union <br />Station. <br />The Commission staff organized a section on historic preservation for the <br />National Association of Housing and Redevelopment Officials conference in South <br />Bend; a workshop for the Department of Code Enforcement; and a presentation for <br />South Bend teachers. The Director was chosen to participate in the 1984-85 <br />Chamber of Commerce Leadership Training Program. <br />VIII. STAFF <br />Ms. Karen Kiemnec continued her position as director of the Commission. Funding <br />was obtained to hire a full time administrative assistant, Elizabeth Straw. <br />In addition, two research assistants worked on the Industrial Buildings Project, <br />Randal Wallar (January to June) and David Barrett (June to September). A Notre <br />Dame student, who served as an intern (for cource credit), helped with the <br />County Summary Report. Part time secretarial help was provided by June Hoffman <br />and Kevin Butler continued to serve as the Commission's attorney. <br />11 <br />
