Peter Donaldson <br />Secretary <br />On February 15, 1984 a meeting was held to <br />Assistaantnt Secretary Roman P <br />S <br />discuss the current situation regarding the house at <br />601 Lincoln Way East that you and Anthony Panzica own. <br />Michael Donoho <br />Present at that meeting were you, me, Joann Sporleder, <br />Member <br />• <br />Leslie Choitz, Karen Kiemnic, and Kathy Barnard. <br />During the meeting you indicated an interest in moving <br />the house from its present location if funds could be <br />found to cover the estimated $65,000 necessary to <br />cover the project. I was asked to see if the City of <br />South Bend, through it's Community Development program <br />could make funds available for this project. <br />At the time I explained that there were several <br />constraints on any Community Development participation <br />in the project. First, the City has a limited amount <br />of money available for housing rehabilitation. Any <br />funds set aside for this project would reduce the <br />amount of money available in our targeted areas for <br />housing rehabilitation. Second, there is no program <br />currently available for house moving activities. If <br />the City was to participate in the project, a new <br />program would have to be designed or an existing one <br />would have to be modified to allow this activity. <br />Third, the City would not be willing to fund 100% of <br />the project. Private resources would have to be <br />identified to cover approximately 80% of the project. <br />Fourth, even if the program and private financing are <br />available, the project would have to be financially <br />feasible and would need to be evaluated on its pro <br />forma. This last item is of particular concern when <br />using Community Development dollars since all projects <br />using these funds must benefit low and moderate income <br />persons or eliminate slum and blight. <br />
