V. ENVIRONMENTAL REVIEW <br />The Commission reviewed plans with the City Engineering Department, area residents, <br />and a representative of the mayor for Seebirt Court and with the South Bend School <br />Administration for new windows at Muessel School. <br />VII. CONFERENCES & MEETINGS <br />The planner and commission members participated in various conferences throughout <br />the year. They included: <br />-the Indianapolis Mayor's Conference on Incentives & Standards for Development in <br />Historic Areas, April 8, attended by the Planner and Commission Attorney; <br />-Historic Landmarks Foundation Conference on the Promises and Pitfalls of Historic <br />District Commissions, April 23, attended by the Planner, Mr. Wasielewski, Mrs. <br />Sporleder, Mr. Nimtz, Mrs. Choitz, and Mrs. Petrass; <br />-South Bend Mayor's Conference on Tax Incentives for Rehabilitation of Historic <br />Commercial Buildings, May 9, attended by the Planner, Mr. Wasielewski, Mr. Oxian, <br />Mrs. Sporleder, Mrs. Choitz, and Mrs. Petrass; <br />-IUSB Computer Workshop, October 14, attended by the Planner; <br />-37th Annual National Preservation Conference in San Antonio, Texas; October 27-30, <br />attended by the Planner and Mrs. Choitz. <br />VIII.STAFF <br />Ms. Karen Kiemnec continued her position as Preservation Planner with the Commission. <br />She was assisted by a part-time (only eight hours per week) secretary, a Notre Dame <br />student intern (worked for credit during the winter semester), and a research <br />assistant who worked from August to December on the Multiple Resource Area (see <br />part IX Special Projects for a further explanation). In addition, Mr. Kevin Butler <br />continued to serve as the Commission's Attorney. <br />IX. SPECIAL PROJECTS <br />On May 9, 1983, in conjunction with Southhold Restorations, South Bend Heritage, <br />Historic Landmarks Foundation, and the Redevelopment Department for the City of <br />South Bend, the Historic Preservation Commission sponsored the Mayor's Conference <br />on Tax Incentives for Rehabilitation of Historic Commercial Buildings. The <br />Conference which featured preservation experts from Chicago, Indianapolis, Evansville, <br />South Bend, and Gloucester, Massachusetts was very successful with over 110 <br />participants. <br />0 <br />
