Appendix C <br />CERTIFIED LOCAL GOVERNMENT PROGRAM <br />On 1980, an amendment to the National Historic Preservation Act was passed which included <br />a provision to delegate certain program responsibilities to local governments. Final <br />regul.ations for the Certified Local Government Program, as it was called, came out in <br />April of this year. The regs required each state to submit their own procedures to the <br />National Park Service. The State Historic Preservation Office has drafted these procedures <br />and sent them out to local governments for comment. The deadline for comments is Novemb-er <br />27, 1984. If you would like a copy for review, let the staff know and then please submit <br />any comments to the office. We will compile them and send them on to Indianapolis. <br />The procedures establish standards for Section 106 review (which we already do), the <br />composition of the Commission and its procedures, the process for updating the survey, <br />and the professional staff. <br />The Certified Local Government Program involves two basic concepts: <br />1. local review of all National Register applications within HPC jurisdiction <br />2. eligibility for 10% of Indiana's annual Historic Preservation fund (along with <br />the other CLGs) <br />The local review of N.R. applications will involve staff revision of inadequate nominations <br />and notification of property owners, holding a public hearing for comment on the applications, <br />review by the Commission and chief elected local official of the applications, and <br />notification of the SHPO as to our decision. <br />The program will also <br />update on the survey, <br />• <br />C] <br />require an annual report indicating all nominations reviewed, any <br />any changes in procedures or Commission members, etc. <br />
