Appendix A <br />Certificate of Appropriateness Procedures <br />Any major exterior changes involving: architectural treatment, site development <br />requirements and provisions concerning construction, reconstruction, alteration, <br />demolition or removal of any building or structure or parts thereof, shall require a <br />Certificate of Appropriateness. The procedure to obtain one is as follows: <br />1. For those actions requiring a building permit, the applicant shall apply directly <br />to the Building Department for a building permit. That!application, along with <br />any drawings submitted, shall then be forwarded to the Historic Preservation <br />Commission for review.within five working days. Where a building permit is not <br />required, the applicant shall apply directly to the Historic Preservation Com- <br />mission. <br />2. The Preservation Planner shall inspect the site and if the action is a routine <br />maintenance matter or one completely in keeping with the historic integrity of <br />the building, the Certificate. of Appropriateness will be okayed, the $3.00 fee <br />will be collected,and a building permit may be obtained or in a case where the <br />permit is not necessary, work may commence.* If the planner feels more discussion <br />is necessary on the action, the matter will be referred to the Certificate of <br />Appropriateness Committee. <br />3. The Certificate of Appropriateness Committee will meet as necessary (in keeping <br />with the 30 -day maximum requirement) at the request of the Planner. The owner <br />will be invited to attend the meeting to present his/her plans. Adequate docu- <br />mentation including sample materials and architectural drawings which represent <br />the scale, construction methods, finishes, etc. to be used must be presented. <br />A Certificate of Appropriateness without proper documentation will be tabled <br />until the owner complies with these requirements. <br />4. The Committee will review the. Certificate of Appropriateness and make a recom- <br />mendation to the full Historic Preservation Commission at the next regular Com- <br />mission meeting. If the Certificate of Appropriateness is approved at the <br />meeting, the $3.00 fee will be paid.and work may commence (once a building <br />permit is.obtained where necessary). If the Certificate of Appropriateness is <br />denied, a letter shall be sent to the owner (with a copy forwarded to the <br />Building Department) explaining the action and suggestions for changes. The <br />owner may re -submit his plans with the suggested changes at the next meeting or <br />appeal to the proper council which will make a final determinat(ton on the appli- <br />cation. <br />*All approved Certificates of Appropriateness will be reported by the Planner to <br />the Historic Preservation Commission at its next meeting. <br />
