March 15, 1982 <br />Page 2 <br />Ms. Kiemnec read a copy -of the letter sent to John Freidline by South- <br />old Heritage (Appendix A) and reported that the building department had <br />heard nothing further from developers Panzica & Freidline on their <br />requests for demolition permits of the three houses. Mr. Oxian made.a <br />motion that the Commission request of the Building Department that the <br />demolition permit for 601 Lincolnway East be denied for one year. Mrs. <br />DeLaruelle seconded; motion passed. No action was taken on 605 & 617 <br />Lincolnway East.. <br />c. Historic Landmarks <br />1) School Buildings <br />Mr. Oxian made a motion that Central and Oliver Schools be declared <br />landmarks. Mrs. Sporleder seconded; motion passed. <br />2) Abandoned Building Policy <br />Mr. Oxian explained that Mr. Kevin Butler (then in the capacity of <br />County Attorney), Mr. John Bodine, and Mrs. Kathy Seganski, the Common.:, <br />Council's. attorney had approved the policy (Appendix B). Mr. Hayes <br />made a motion that the Commission approve the Policy; Mrs. DeLaruelle <br />seconded; motion passed. <br />3) Landmark Designation <br />Ms. Kiemnec presented 314 W. LaSalle & 233 N. Lafayette for first reading <br />for landmark status. Mr. Oxian spoke to the trustee of the estate, Mr. <br />Braasch, to make him aware of the Commission's seeking landmark desig- <br />nation. Mrs. Sporleder suggested that before the estate is broken up, <br />the staff person, Ms. Kiemnec, try to get permission to photograph the <br />house. <br />Mr. Hayes made a motion that the South Bend Medical Foundation's Annex <br />at 510 N. Lafayette be presented for first reading for landmark designation. <br />Mrs. Sporleder seconded; motion passed. Mr. Oxian abstained. It was <br />suggested that the owners and Mr. Jeff Gibney of Southold Heritage be <br />contacted. <br />d. Legal <br />1) Ordinance Amendment <br />Ms. Kiemnec reported that Mr. Butler expects to have a draft of the <br />Ordinance Amendment by the end of the week. <br />e. Public Relations & Community Education <br />1) Architectural Guidebook of South Bend, Mishawaka and St. Joseph County <br />Ms. Kiemnec presented a proposal (Appendix C) for an Architectural Guide- <br />book. Mr. Hayes made a motion that Ms. Kiemnec be encouraged to work on <br />the book as long as it is done on her own time. Mrs. Sporleder` seconded; <br />motion passed. <br />2) Preservation Week <br />Ms. Kiemnec reported that rather than attempting to arrange a Preservation <br />Week Conference, she had spoken to a couple realtors and there is the <br />possibility that she would be able.to speak to the ,Board of Realtors <br />meeting at one of their monthly meetings. <br />
