April 21, 1980 <br />Page 2 <br />no further progress has been made on the city survey. <br />Budget and Finance <br />No Report <br />Historic Districts and Standards <br />Mr. Oxian stated Mr. Sinclair of the St. Joseph Street District would <br />like to start preliminary proceedings for district designation by the <br />May Commission meeting. <br />Mr. Oxian attended a meeting of the organization committee of Edgewater <br />Place, on April 15, 1980. The well attended meeting, reviewed the <br />preliminary draft of standards for Edgewater Place. They stated they <br />were well pleased with the Commission guidelines. He further stated 74 <br />out of 90 property owners have joined the neighborhood committee. <br />Mrs. Price questioned the ability of the Commission to distribute district <br />guidelines to neighborhood organizations such as Edgewater Place, when <br />the final draft of the Commission standard? for Historic Districts has <br />not yet been completed. Mr. Oxia n a1:55 1; <br />be, <br />After a lengthy discussion, it was resolved a District Committee meeting <br />be held on April 29, 1980 to clarify existing problems, and formulate <br />a final draft for Historic District Standards and Guidelines. <br />Historic Landmarks and Standards <br />Mr. Oxian read into the minutes a letter concerning tuckpointing with <br />black mortar at Tippecanoe Place. Mr. Oxian felt a letter from our <br />attorney should be written to the construction manager in regard to the <br />inappropriateness of the use of black mortar and should be halted <br />immediately. <br />Mrs. Sporleder moved and Mr. Reinke seconded a motion that Mr. Stamper <br />investigate the problem further by visiting the site and talking with <br />Mr. Brown. If required he should send a letter to the construction <br />manager to the non-compliance of the use of black mortar in the historic <br />landmark ordinance. <br />Mrs. Price stated we should find out what is the proper mortar to <br />be used, and its specifications. <br />Mr. Oxian stated it was brought to the attention of the Commission that <br />Firehouse No. 6 at 701 Portage is in great need of repair.
