January 16, 1978 <br />Page 3 <br />were excited about restoring cities and keeping the past so that <br />some kind of identity could be had. <br />Wo Mr. Nemeth informed the Commission that, as part of an amendment <br />made by the Redevelopment Commission, the Oliver Building is on the <br />redevelopment list. <br />Mrs. Sporleder thanked the Mayor and Mr. Parent for their considera- <br />tion of this matter and made a proposal that the Commission accept <br />this part of the letter that Mr. Parent sent to Mr. Oxian: "The <br />South Bend City Council finds that the proposed Century Mall has no <br />adverse effect on any properties that may be listed or may be eligible <br />to be listed on the National Register for Historic Places. Conversely, <br />the proposed Century Mall would have a beneficial effect on historic <br />properties in South Bend through its general economic strengthening <br />of the downtown." Mrs. Spordeder moved that the Commission adopt this <br />as its official position as well. Mr. Wasielewski seconded this motion. <br />Mr. Oxian said Mr. Allsop had a alight change in this statement and the <br />statement should be emphasized as coming from the Commission, not just <br />the City Council. <br />Mrs. Sporleder then wanted the statement amended to read: The Historic <br />Preservation Commission of South Bend and St. Joseph County finds .... <br />Mr. Wasielewski seconded this amendment. <br />Mr. Nemeth remarked that he hoped the Commission would consider adopting <br />the whole letter rather than just part of it. <br />Mr. Parent remarked that the Council approved the entire letter and he <br />extracted what he considered to be the essence of that letter in urging <br />the Commission to adopt it. He said some persons are concerned that <br />the letter he had written might be interpreted to mean that the Council - <br />is saying that the buildings either have or have not historic value in <br />the downtown. He hoped the statement will be taken in the spirit in <br />which it was written and another statement is not neceeaary. There was <br />some discussion on just which letter was in question. The letter of <br />Mr. Parent to Mr. Oxian or the letter of Mr. Parent to Mr. Cloud. <br />Mr. Nimtz then addressed Mr. Oxian and declared that the letter of Mr. <br />Parent to Mr. Joseph Cloud is an excellent resume and statement of the <br />situation, and he sees nothing wrong in the Commission approving the <br />letter of Mr. Parent sending the resolution as passed by the City Council, <br />and he would move that the motion be amended to add the following: that <br />a letter of Council President Roger 0. Parent of January 12, 1978 to <br />Mr. Joseph Cloud be approved as far as the Historic Preservation Commission <br />is concerned. And that the letter of Roger 0. Parent, president of the <br />City Council, sent to Joseph Clotd citing the official action of the <br />South Bend City Council be approved by the Historic Preservation Commission. <br />Mr. Rothermel seconded this motion. <br />Both Mrs. Sporleder and Miss Peck announced that the letter had not been <br />read.
