Community Education: ,The committee will be working <br />within the philosophy expressed by Brian Crumlish in <br />his position paper for URBAN CONSERVATION AND NEIGHBORHOOD <br />POLICY, our first -effort at community education. <br />The traditional approach to upgrading <br />neighborhoods has been an evaluation of <br />blight. Today, with the shift from <br />development on the fringe to redevelopment <br />of the inner city, a more positive <br />approach has.,emerged--that of looking at <br />the assets of the neighborhood and, <br />identifying the quality elements rather <br />than deteriorating ones.. These become <br />.the building blocks for improving the. <br />.neighborhood. (the district and the landmark) <br />Proposed three or four Commission "educational" sessions°: <br />I.. Visual presentation and discussion of <br />historic architecture in St. Joseph <br />County: Joanne Sporleder will lead the <br />discussion. <br />2. Viewing of slides taken of West Washington area <br />for "Urban Conservation" seminars "(Jim Newkirk, <br />��•p '.w'�. <br />' .'. photographer) --then an evening, walking tour, of <br />the West Washington area. Joanne will lead <br />f <br />the tour and respond to questions. <br />' <br />3.. Viewing of slides of Old Chapin Park/Near- <br />west side (Photographer Louis Sabo, resident and <br />photographer) --then an evening walking•tour <br />lead.by Brian Cr'umlish, resident. <br />4. An evening with Mr. Patrick Horsbrugh--sharing <br />his experience of preservation and Environ.ics <br />both in the United.States and in England. <br />As `the.commissicn will have to act on "Certificates of -.`. <br />Appropriateness" we need not only the county survey, but a <br />working knowledge of the considerations involved. The <br />qualities we will be dealing with' are visual ones. We <br />have been,,spending the majority of our time verbalizing --the <br />proposed sessions will help the commission to become more <br />`discriminating visually, more articulate, and better capable <br />to make the kinds of. decisions which will be called for with <br />the "Certificates of Appropriateness."
